Just walk right up to him and start a conversation, like “Hi, I see you around a lot, wanna talk?” Be yourself while talking to him and don’t be afraid. If you’re just yourself then he’ll like you for who you are.
You’d be surprised how many times it works. I’ve met too many friends like that…
